When a main contractor wins a scheme, the supply chain gets built over the months that follow, and on a multi-year contract it keeps being built. The firms who get those packages are the ones who made contact early. Miss that window and the work is allocated quietly, and you never see it, because there was never anything to see.
Awards are scattered across national portals, regional e-sourcing sites and published council papers, and most never reach the trade press at all.
